· An East Suffolk unitary and a West Suffolk unitary
· An all or part of Great Yarmouth/ all or part of Waveney unitary and a rest of Suffolk unitary

Speaking about the Council's vote in favour of a single County Unitary for Suffolk , Jeremy Pembroke, Conservative leader of the council commented:
“I have said from the beginning that this is not about structures, or preserving our positions, this is about finding the best solution for the people of Suffolk: a solution that delivers value for money; top quality services; and strong local empowerment.
“I believe very strongly that a single Unitary Authority for Suffolk provides us with the best chance of delivering these results, and ensuring that the people who rely on our services get the very best we can provide.
“I’m delighted that the Council has voted in favour of this option.”
