Council gives green light to 20-year planning blueprint

An important plan that will shape development in Haverhill and throughout the borough until 2031 was adopted by St Edmundsbury Borough Council last night.

The Local Development Framework Core Strategy sets out the long-term vision and provides a long-term blueprint for managing growth over the next 20 years.

The meeting of full council was the last step in a three-year public consultation and testing process, which has seen contributions from local people and organisations, and a rigorous public inspection by an independent Government planning inspector.

The Core Strategy sets out:
• visions for how the future growth of Bury St Edmunds, Haverhill and the rural areas will be managed;
• a collection of objectives and 15 strategic policies to help guide the sustainable distribution of new development across the borough and achieve the visions;
• identified broad locations for growth in Bury St Edmunds and Haverhill; and
• information on how the detail in the Core Strategy will be implemented and monitored.

It includes the controversial decision to site most of the next phase of growth in Haverhill - at one stage expected to be another 2,500 homes - to the north-east of the town beyond Chalkstone.

Efforts to get this changed to allow growth at the western edge beyond Hanchet End failed at the planning inspector's inquiry.

Cllr Terry Clements, the council's cabinet member for planning and transport said: “The involvement of local people is the foundation of this approach to planning.

"With the Core Strategy in place saying where development can happen, work will shortly begin on master plans for Haverhill, Bury St Edmunds and rural areas, in which residents will say what they want the development to look like.“
